The IRS has phased out paper refund checks. As of September 30, 2025, the U.S. Department of the Treasury ceased issuing paper checks for most federal payments, including tax refunds, as part of a government-wide initiative to modernize systems, reduce fraud, and lower costs.
The IRS also plans to phase out accepting paper checks for tax payments in the future, likely starting in 2027.
